This game had So Much Potential! Seems like they ran out of money at 75% of the build and abandoned it. So much is left unfinished. There is no Complete Pacific Campaign. Later they release a full Atlantic Campaign which just looks like they paid for a modder's Atlantic Campaign (which is free) and charge 10 bux for this... My BIG est complaint on this game is that you have zero idea what possible purchases you can make at a base (the game is Extremely Bizarre in this regard.... you do not have existing historical forces, you can PURCHASE them at bases... but they dont tell you WHERE? you have to hunt and peck around your bases to figure out from a giant menu of ship classes (anyone know off the top what : AMC, TR, MR, MC, are? well you better learn QUICK or you will be crushed. Any idea what the POINT of this game is? Well you better learn quick that fuel supply is NON-EXISTENT in the game, BUT you better resupply your key bases with CARGO, FUEL, and EQUIPMENT (SO, SO, SO important the game divided those up... NOT!!!) and learn the sub-menu you missed when a cargo ship left port that you needed to LOAD those... or your EFFFED. Then there's the SUBTLE piss-offs.... AI has incredible accuracy with shells and depth charges. AI always spots you first. AI does really crazy non-historical moves like invading BREST (anyone hear of DIEPPE?? We got SLAUGHTERED by a few German home defense units? Yet this game seems to think its a piece of cake in 1940???) You set up an iron-clad defense around Guadacanal, yet SOMEHOW the Legend American AI can sneak an entire landing force in and capture it under your nose???? Silly Silly Silly.

I really wanted to like this game. I love WWII naval combat games. It wouldn't be a bad game if the AI played on a level playing field, but just like Cold Waters (another game by the same dev), the AI always has an advantage. It gets more command points, knows where your fleets are all the time, never has dud torpedoes (yours are probably 50/50), and their fleets move quicker than your fleets (had a sub a few 100 miles off my primary base at the start of the game).
This game could be awesome, but there are too many unbalanced gameplay elements for it to be completely successful. I come back to it every so often, forgetting about the bad parts, and it usually only takes me about 10-15 minutes to encounter a game-breaking balance issue making me put it back on the shelf. Incoming bomber raid on an airport means you scramble fighters to intercept, right? Too bad those bombers' gunners in the turrets are snipers and they are weapons free on your planes as soon as they're in gun range. The fighters are obviously limited to firing on what is directly in front of the plane. In this game, that means that the balance is so heavily tilted in favor of of the bombers' turrets that your fighter squadron is just target practice for the enemy bombers - which is completely ass backwards. There is a cooldown of 1 hour between when an AI fleet gets out of a tactical battle and when you are allowed to attack it again. If you have a successful battle with the AI and want to follow it up to finish it off, the enemy has 1 hour to run away to safety in any direction it wants. It gets a fair shake. Your fleets don't get any cooldown. As soon as a battle ends, the AI is able to immediately restart the battle if they so choose. That translates into your fleets getting brutally picked apart because even if you are able to successfully disengage on the tactical map once, you will still be in range on the strategic map for the AI to immediately re-initiate the tactical engagement until your entire fleet is destroyed. Maybe the single battles could be fun, because the surface combat in this game is legitimately enjoyable, but the campaign is flat out broken. It's just a limitless supply of frustration.
As of writing, it's been a year since the last update, and there are many, many problems with this game that still needs fixing. I find it hard to believe the game hasn't been abandoned. I strongly recommend against buying this game.
My problem with War on the Sea is not the war that takes place on the actual sea. My problem with this game is the endless monotonous soul draining air combat that takes up 80-90% of your engagements. Even if you employ all the strategies to mitigate enemy air cover, you are still forced to spend HOURS and HOURS watching your incompetent useless aircraft "dogfight" each other in what can only be described as a special form of torture. Fighters will deliberately veer away from attack runs, or refuse to shoot, or for some ungodly reason slow down so that they cannot catch up with enemy planes. Bombers will, for whatever reason, decide to veer off target dramatically unless you hold their hand all the way to seconds before the bombs have to drop, necessitating an insane amount of micro to ensure that you don't just waste all your planes and bombs. I've seen the game deliberately spawn my planes far away from my ships so that they cannot shoot down enemy bombers before they reached them, despite my planes being in between the ships and the enemy aircraft on the game map. I've seen the game spawn bombers and fighters ontop of my fleets, despite having scout aircraft up around me. And all of this happens in real time, because the game disables speeding up the time during combat. So you're sitting there, for 5-10 minutes at a time, watching the AI do the absolute worst job possible. It's even worse when it comes to actual dogfights, as the ingame controls are so clunky that taking over a fighter yourself feels like trying to steer a car from the backseat using a cane. And all of this so that you, maybe 10% of the time, can feel that great satisfying feeling when you land that bomb on an enemy ship, or your torpedo spread is just right to sink a ship. That feeling is great, that moment in gameplay is fantastic, it is just so buried under tedium and terrible game design that I can't recommend this game at all, modded or unmodded.
I love killerfish games but i am rapidly losing that love every time i play this game. 40 dollars for a game that has been abandoned by the devs is insane, the game has a great modding community but it is very small, every ♥♥♥♥♥♥♥ second its another air attack no mater how many planes i shot down prior, i have emailed the devs about the future of the game and got no response. it really is a shame how the left this game out to dry.

Major letdown of a game, had a lot of potential but is now abandonware, and the mechanics that are here are to unfair or unfun to be enjoyable, ai cheats and still can't even put up a fight with all the cheating, dont buy, dont support the devs that abandoned their game
I like the game mechanics so far (I have only played for 3 hours). I watched wolfpack345 on youtube and liked the game as he played for us to watch. I do look forward to more game play and getting the mods for additional campaigns. My only concern is that the last update to this game was 2023, so I guess it is not getting developer support anymore.
How to sum up this game.. Oh a song. Anything you can do the AI can do times 3. Command points? 3x. Aircraft spawn? 3x. Range of view from bases? 3x. Range of Aircraft? 3x. Honestly its not a bad game you just have to accept that the AI will always have the advantage no matter how hard you try. It will always be able to spawn more vehicles quicker than you can even on the lowest difficulty. It faces no repercussions for losses like the player does. Still ♥♥♥♥♥♥♥ broken.... FFS
