Anyone with an eye for detailed strategy games will love this game.
If you enjoy strategy games, you will enjoy this game, planning, character development, research and great missions. Alpha Protocol, Phoenix Point and the XCOM series share a similar game play. First person games like the Thief Series, Deus-X and Dishonored are also worth a look, stealth style, mission oriented game play with a great story.
So I like the game, and the parts that were good were pretty good, but it needs a lot of polish. The fog of war thing really needs to be addressed as does the breakable vs non-breakable glass and there should be no reason I should say "why can't I jump down from here" more than once in a tactical run. It's the little things that really started to bug me. So for $5, sure... but they had better fix these going into the sequel.

I've been bitten by the Phantom Doctrine bug, and I have zero regrets! (Well, except for maybe that I wish i spent a little bit more time reading the games handbook before going wild on missions). So do you like XCOM?- It's essentially XCOM, but instead of aliens, you've got spies/gangs (Yakuza, KGB, etc.). Graphics aren't terribly fancy, but aren't bad either- I think it suits the game just fine. The only annoying thing I have found so far is every now and then the game gets hung up on the enemy turn, typically if there's a civilian or environmental area near my character and it gets locked up on the logic and won't progress to the next stage. That's only happened to me a handful of times, and thankfully there are plenty of auto-saved sections to load from. A very brief non-spoiler run down: you will have access to an infirmary, workshop, investigation board, a map to disperse agents around the globe, research board, experimental section -- just imagine all the different possibilities this could add to your game play & as you can imagine there are a lot of different ways to achieve your end goal on each level.
