I'm gonna be cringe and defend the big company. The context of this DLC matters. This was additional content made for the Nintendo Switch 2 version of the game. Yes, it's short on content. Yes, I'd prefer if it were a free update. No, I don't think this is some huge bad precedent being set. It's just a cheap upgrade to the Tarnished Edition.
