Pretty Average on most of the fronts from what I've seen. I found myself just bumping around from mission to mission, wondering if this is all the game is going to be. Literally I just open mission tab, select a random one, right click the building its in, travel there, do some boring dialogue, then a basic toned down xcom style fight. Rinse and repeat in the 2 hours I've played. No challenge in any of the xcom style combat, your character can pretty much beast mode through anything on normal difficulty. Enemies have some awful AI, they'll move into positions where they are flanked, will run through your overwatch even if they have a good position. They pretty much have the Chrysallid AI from X-Com. Run straight at the player. The other bosses have almost no personality.. any of the businesses you open you're probably going to step inside of once, and maybe throw some upgrades on them. most of the stuff just feels like I'm going through the motions. Haven't had any exciting moments, or been overly impressed by anything so far. 4/10 probably. I've been hoping for a gangster game since Gangsters: Organized crime, and was hoping this would be a much improved Omerta style game.. but it doesn't scratch that itch.
I do enjoy this game HOWEVER i'm very disappointed that they didn't finish the game, like the other reviews, it's unpolished and very repetitive. The storyline for each character is interesting, but the only think is i feel scammed for not getting the second expansion pack that i purchased
I really wanted to like this game. I'm a big XCom fan, starting with the original 90's version and continuing with the more modern versions. Every review I saw of this game said "XCom, but gangsters" and I was ready to go at that. The game is, indeed, a beat-for-beat clone of XCom, down to the same symbology to denote cover. For the most part, it gets the core of the game right, isometric, turn based combat, with management in between missions. You could have told me this was a highly modded version of XCom and I would have believed you. So why does this fall so flat? Lack of depth and polish. The game gets really repetitive. As you level up and get better equipment, your damage and health numbers get bigger but nothing changes. You do more damage, but enemies take more, so it's still the same thing over and over again. It lacks the way technology fundamentally changes your tactical choices and the strategic relationship between your guys and the bad guys. In XCom, each armor set kind of unlocks a new game dynamic. Get the basic armor and now you can actually keep guys alive past one hit, you can be a bit more adventurous during combat. Get the grapple suit and for a time, you actually have a movement advantage over the bad guys. The power armor makes (some, properly supported) frontal assaults survivable, and the flying suit completely rewrites the geometry and cover rules of your battles. There's none of that in EoS. Better guns mainly just have bigger damage numbers or they inflict one of the handful of statuses. Combat never changes. You lack the depth in many other ways, too. You don't have the constant risk/reward calculus of deciding whether to stun an enemy for intel or to take his weapons, vs. the less-risky but less lucrative option of letting your bullets do the talking from a distance. The orignal XCom would allow you to pick up weapons from fallen so your few big heavy weapons could stay in the fight even if their owners went down. The strategic part of the game is similar. You run criminal rackets to make money, which you use to upgrade your criminal rackets (or occasionally buy weapons, but you usually get better weapons as a mission reward). Unlike XCom where you're researching tech and having to carefully create space, manage scarce resources, create and execute multi-step plans that might take 10-15 minutes of realtime to execute. I never really had to think that closely about my gang management, just every so often open up a few rackets and buy a bunch of upgrades. On top of that, the game just lacks polish. The battle UI is cluttered with names and health bars in big fights. Opposing gangs can just send massive waves of gangsters to overwhelm your defenders. The AI is... not great, all the footsoldiers in the gangs apparently grew up snacking on leaded paint chips. Each gang leader has only 1 or 2 emotes, and so has to use them, even when they're tonally incorrect for the moment. On the positive side, I'm glad they at least attempted to create a story with a bit of depth give NPCs a bit of moral depth, rather than just telling the player that they *must* commit increasingly heinous crimes to advance as a gang leader. I just got bored and tired before I followed most of these missions to their payoff.
A buggy mess of a game pulled out of it's grave to add a monstrosity of a DLC to in the hopes of avoiding legal issues. If the game was a mess before then I certainly don't see how adding a Reggie Kray lookalike into my 1920's Chicago gangster title is supposed to save it. This game should've been left in its grave and duly forgotten about. Save your time, money, sanity and faith in the business practices of gaming companies for another game, this one just isn't worth it.

Sold Expansion Pass but never deliver
It’s sad that this game could’ve been a lot more but leaves you disappointed. There could’ve been more interactions, activities, or even customizations but you basically just keep doing the same thing over. Killing a few thugs in a building in a combat style that becomes boring after a few times and then taking over the buildings and the neighborhood etc. You have a few gangsters to choose from to add to your crew with similar skills and only two role options: advisor and underboss. When it could’ve had a much bigger family tree and also enemy’s as well, affecting the whole balance by eliminating important members etc. could’ve been much more content in it.
