One feature that I think would make Cities: Skylines far more immersive is a dynamic organized crime (mafia) system. Instead of crime simply being a percentage reduced by placing police stations, criminal organizations could emerge and evolve over time. Poorly managed districts, abandoned industrial areas, unemployment, and weak law enforcement could allow gangs to grow into powerful criminal networks. As the mayor, your job wouldn't just be to build roads, it would be to protect your city. You would need to create specialized police units, fund investigations, fight corruption, improve education and employment to reduce recruitment, and prevent criminal organizations from taking control of neighborhoods or businesses. Imagine the possibilities: Criminal organizations competing for territory. Money laundering through commercial districts. Smuggling operations using ports, railways, and cargo terminals. Corrupt officials reducing the effectiveness of city services. Businesses paying protection money. Special police operations to dismantle crime syndicates. Policies that reduce crime through social investment instead of policing alone. The best part is that this wouldn't be scripted. Every city would develop differently. Some cities might become extremely safe, while others could struggle with powerful criminal organizations if the player ignores the warning signs. This would add an entirely new strategic layer to the game. Managing a city would no longer be only about traffic and budgets, it would also involve maintaining law, stability, and public trust. It would make long-term planning much more rewarding and every playthrough more unique. I truly believe an organized crime system would make Cities: Skylines feel even more like a living, breathing city simulation and add hundreds of hours of replayability.
