On sale, yes. Not on sale, no.

14 on sale1 answered “not sold”0 we did not ask
The 1 “not sold” market is read from the Steam price pass of Sep 14: that day the store answered for this game elsewhere and gave no price there. The 14 priced markets are the same rows as the table above — each the latest price we hold, dated here when it is older than that pass. The 0 marked “not asked” were not put to this store at all — either it has no storefront there or we do not collect it yet, and neither is a statement about the game. A refusal is a refusal on one day; a store can list a title again tomorrow.

The amount of content you get for the price is not balanced in your favor. At 50$ you'd expect a full games worth of mods and many many hours of content and it just isn't the case. At 40% off 29.99, you are still getting ripped off. I found it on a legit bundle site (not the grey market stolen keys sites) for $16 and got it because you need it to run the Unofficial Bug Fixes Patch now. If this is how Bethesda is going to do DLC then I'm going to stop buying their games. The fact that the community of modders has to go through and fix the major bugs that Bethesda leaves broken was a bad sign in the early days but now it is straight up criminal. 2023 Edit They've dropped the price to 35$ over the years and you can find it cheaper on like Humble Bundle or some other legit key sites. Starfield is coming out sometime in the future and I don't pre-order games and I am waiting till they are done putting out DLC and dumping it all into one purchase before I get it.
Bethesda has truly discovered one of the most scummy business practice yet. 1: release season pass that includes your DLC 2: stop making the DLCs yourself and out source it to modders who are better at making content for your own game then you. 3: release the creation bundle that's not included in the season pass because it's not official. Best part is on their website it says ALL DLC, the creation bundle is listed under that, yet here it says official. Curious.
I find it more than just a little upsetting that you chose to bypass the season pass by creating the Creation Club. My guess is that you could not make any money by keeping our agreement of getting access to all new content for Fallout 4. So you created all your new content under a new name " Creation Club". Which I now have to purchase any new content as I have no agreement with you for Fallout 4 under this new content service. You could have at least given Season Pass members a discount for purchases from the Creation Club.
This was advertised as giving access to all DLC for Fallout 4 when Fallout 4 was released, then Bethesda started releasing DLC but putting it on the creation club which, apparently, doesn't count for the season pass. Even though the season pass was advertised as indefinite access for all DLC. In other words, they lied, and to my knowledge, committed false advertising fraud, which is something that they need be held accountable for.
Dear Bethesda. When a client pays up his hard earned money to buy the season pass of a game he expects to get EVERYTHING there is about the game without any exceptions. So , imagine my surprise when i finally understood that all the stuff in the creation club were NOT included in the season pass. This is a DISGRACE. You cannot call a product the season pass and have stuff missing from it. Quite simply this is not a true season pass because there are stuff missing from it and Bethesda expects you to pay even more money in the creatio club if you want to have them. UNACCEPTABLE!!

Fallout 4 - 859 рублей, Season Pass - 1799 рублей, Положить болт на фанатов франшизы - бесценно....
How dare Bethesda charge this much for content in a six year old game running on an archaic nineteen year old engine? To paraphrase Gabe Newell, "the best weapon against piracy is to provide a better service than the pirates" and thus I'll tip my hat to anyone who goes that route instead.
