RPG World: Action RPG Maker is a game I find more interesting as a creation tool than as a normal action RPG. The main idea is that I can build my own 3D RPG worlds without needing to know how to code, then play them myself or share them through Steam Workshop. There are also built in adventures such as The Blight and Mushroom Realm, so I am not forced to start by making everything from scratch. I like that approach because I can get into the actual game first and then decide whether I want to start creating my own stuff. The editor is easily the most impressive part for me. I can shape terrain, place buildings and objects, add NPCs and enemies, create dialogue and build quests with objectives such as killing enemies or collecting items. I can also give characters different factions, set up battles and create quest chains that move between different NPCs. That gives me quite a lot of freedom for something that is supposed to be accessible without coding. The world painter is another nice touch because I can change the look of objects and buildings instead of being stuck with exactly how the basic assets are presented. The actual RPG side is fairly straightforward but it works well enough as the foundation for the creation tools. I can fight enemies using normal attacks and four special abilities, learn enemy timings and collect loot that improves my character. There is also a skill system where I can improve things like health, stamina and luck. I like that the characters I create can actually have proper reasons to exist because I can give them dialogue, quests and factions rather than simply dropping enemies into an empty map. The ability to use mounts is useful too when I make larger worlds. The biggest weakness for me is that the editor can feel much better in theory than it does in practice. There are a lot of tools, but making something that actually feels like a polished RPG still takes time and effort. I can place objects and build quests fairly easily, but having the tools does not automatically give me good level design or an interesting story. The combat itself is also pretty basic, so if I am looking for a fully developed action RPG rather than a game maker, I do not think the built in adventures are strong enough to carry the whole experience by themselves. I also have to consider the limits of the free version. I can make up to two worlds, but I cannot chain them together into a larger game that I can host on Steam Workshop. The Creative Pack is needed for unlimited worlds and chained games, while the other paid DLC adds themed assets such as frozen, ruined and fantasy environments. I understand why those limits exist because the creator is basically selling the extra tools and assets, but it does mean the free version feels more like an introduction to the editor than the complete creation experience. The Workshop helps a lot because I am not completely dependent on my own creativity. There are user created worlds available through the hub, and I can download them and play through different adventures. That is probably one of the best things about the concept because a creation tool becomes much more useful when I can actually see what other people have made with it. The game also supports online co op and PvP, so the worlds are not limited to something I play alone. With more than a thousand Workshop items currently listed, there is at least a decent amount to explore outside the built in content. Overall, RPG World: Action RPG Maker is a fairly ambitious idea that I think succeeds more as a simple RPG creation sandbox than as a traditional RPG. I like the editor, quest tools, terrain editing, NPC systems and Workshop support, and I appreciate that I can start experimenting without learning programming first. The combat is basic, creating genuinely good worlds takes work and the free version puts some important creation features behind paid content. Still, I think there is enough freedom here to make the game worthwhile, especially if I enjoy building my own levels rather than expecting a huge finished RPG. For me, it is a good idea with useful tools that could have been more polished and easier to turn into something genuinely impressive. Rating: 7.7/10
